OK...so how is it that a officer is able to say he paced a vehicle at 85mph, pull multiple cars and semis over, let some cars go (low profile/semis) and issue tickets to eight high profile cars only?

When a State Trooper "paces" you, it means that he or she is matching your vehicle's speed with his or hers. The speedometers in the State Trooper vehicles are calibrated and they can issue tickets based upon them.
They 1st have to see you pass a speed sign, then estimate your speed, then "pace" or "clock" (as I call it) your speed for a certain distance (in NYC we use a minimum of 3/10 of a mile) and then they can issue you a ticket. |

"paceing" is when a tropper is going almost as fast as you are,say you are doing 80,most likely he is 79,he can pull you over and give you a ticket,they do this most often in high trafic,however,these types of tickets are fairlt easy to fight and win,peaceing is a judgement call by the tropper,the fact that they pick out who to stop,is questionable,check with a local lawyer as to what the courts have ruled in your state. |

I think it means he is keeping pace with a vehicle to see how fast they are going (they as in the other vehicle.) |

Because he CAN!
He can also issue a ticket based on his best guess of your speed. He doesn't HAVE to pace you. |
