What does this traffic signal mean?

What does this traffic signal mean?

In Europe I kept seeing an extra light on the back of traffic lights. It is on the opposite side and in the same position as the red light on the other side. It is like a normal red light but it is shaped like a 'plus' sign. Does anyone know what it means?

Sorry, but I meant one that was on the back of a regular traffic signal, NOT hanging over the road. Thanks for answering though! It came on when the red light on the other side lit up, and is shaped like a +

That means that lane is closed for use, it could be a lane that changes direction with traffic demands or a few other special purpose lanes. AKA do not enter.
