hand signals is when you use your hands to signal a turn or a stop, because the turn and stop signals on the car do not work.

traffic signals are when a traffic light turns red telling you to stop, green, telling you to go and yellow, about to change to red.

a police officer will use his hands to tell you to stop or go, while directing traffic.

those are traffic signals.

Signals would mean for traffic as well as for pedestrians.

Red light for the traffic to stop, yellow to be ready and the green to go.

So also the red light indicating a man, to stop and let the traffic pass and the green to cross.
