A vehicle using emergency signals is approaching from the opposite direction on a two lane street or highway. You should:
1: Slow down move as far to the right as possible and stop
2: Disregard the emergency vehicle as it is going to the other way.

1 always slow down and pull to the shoulder so that any emergency vehicle can proceed to wherever they need to be |

The others who said number 1 are correct. However, I'd like to add one more point. When you pull over and stop, never block a driveway, street, entrance to a parking lot, or any other opening leading off of the roadway. The emergency vehicle may be planning on turning there. |

There is no state in the US where number two is an option.
Otherwise, different states have different regulations about what action a driver SHOULD take. |

Number 1. I dont think you really have to do it if the highway is divided by a 4 foot tall concrete barrier though. |

1. Always give them as much room as they need, they may have to overtake someone and move on to your side of the road. |

The smart thing is to pull over as far as practical and stop. However , unless both flashing / rotating lights and siren are in use , it is not legally in emergency mode. Cops have been known to forget to turn off their lights after making a traffic stop, etc. and they look at you funny when you pull over also. |
