What is the correct way to merge into traffic? If power is out at a stop light does it become a 4 way stop?

when you merge to slow traffic like driving up to a road in town, you should give the advantage to all others whose way you are crossing (peds, cyclists too !!!!). when you have the space, line up with the road and check the traffic behind you from your mirrors (check deadzone!).

Always indicate your intention (with the turn indicator) BEFORE you make your move.
When merging into highways, the merging road usually turns to the right. As you turn right to merge to the highway, you can check the traffic coming from the left, then gradually from behind, as you make the turn. While merging, try to accelerate to match the speeds of those on the highway, otherwise they won't let you in. So briefly: at the start of merge lane, get some speed, take a quick look to see if there will be cars by side when you reach the startight section of the merge lane. Try to pick your 'place' where you would like to be after merging in the column of cars. Before merging, look at the mirror to make sure you didn't miss anything and you can check your deadzone, as well. When clear, merge. When you were not able merge in and you passed the half of merge lane distance (beyond which point it ends!), you should slow down to wait for the 'hole'. When you can see that you won't fit (because heavy traffic), slow down or stop at the entry of the merging lane, to be able to shoot out when you spot a 'hole' from the mirror. Stay sharp to see if they let you in (they flash with the fornt lights and/or slow down) Be careful, this needs some practice. On the other side, when YOU are driving on the highway, change lane if possible, to help others to merge.

When the traffic lights are out, you should look at the traffic signs near to the traffic lights. There are always signs that give guidnance in case the light are out. In these situations there must be a superior and an inferior road, otherwise both intersecting roads would have been jammed because of the right-hand situations.

When you are approaching such a crossing and in your road there are less lanes, you could be sure that you won't have the advantage.

To your question: everyone likes to do his/her own tempo. The less speed difference you have between your merging car and the others, the more likely that they will let you in.

10 - 4 on becoming a 4 / Way stop. The 1st vehicle to enter the intersection has the right of way . But should everyone arrive at the sametime ( 4 ) the vehicle on your right has the 1st move.

Signal and merge one car behind the car in front of you like a weave. Remember though...SIGNAL first...and yes it is an automatic four way stop if lights are out.

When merging into traffic you have to look and plan - look to see where the opening is for you, and adjust your speed to fit into that spot. Make sure you check your side view mirrors and do a head check.

If the lights are out in all directions, it is a 4-way stop and the person who got to the intersection first usually has right of way. Here in AZ, the driver on the left is required to yield to the driver on the right if more than one car arrived at the intersection at the same time.

During power failiures all non-working traffic lights become 4 way stops...just stop wait your turn and go...but be patient alot of people lack common sense

if your trying to merge you:
1)make sure your going the same speed as cars in that lane
2)make sure it is clear for you to merge into that lane
4)NEVER ASSUME THAT THEY WILL SLOW DOWN FOR YOU
5)signal that you are going to merge
6)pull into the lane

Yes if the traffic light is out or malfunctioning then it is a four-way stop

Go the same speed as the cars you're merging with.
If you don't, you'll cause a slowdown and possibly an accident.
THIS MEANS ON THE FREEWAY ESPECIALLY!!!

Don't try to merge on a 65 MPH highway going 45. Don't do it.
