What is the difference between a green turn signal with a red light and a green turn signal with a green light

I'm referring to traffic signals, specifically in NC, but the question probably applies elsewhere.
Additional Details
I'm referring to both being on the same traffic light for the turning lane. I've never seen a case where the other direction can go straight, so I don't see a difference.

A green turn signal with a red light means that only the people who are turning can go, and people going straight have to stay put. It most likely means that the people going the opposite direction are turning also. A green turn signal with a green light means that everybody can go. the people going straight and the people turning.

Not sure i am understanding what you are asking... if you have a arrow light and a solid light assigned to your lane.... when the arrow is green you can proceed with caution.. if the solid is lit but the arrow is not then you must yield to other traffic... now if the lane is one where you can either go straight or turn then its all different... a red arrow with green solid means you can go straight but not turn... both green and you can do both... red solid with green arrow means you can only turn.... hope that helps...

In California red light with green arrow means you can turn left. A green light with a red arrow means you cannot turn left.

The green turn signal with a red light simply means that you have a protected turn on a red light. There should not be any conflicting pedestrian or vehicle traffic to impede you.

A green turn signal with a green light may be redundant as on a right turn, or may mean you have the right of way as on a left turn. Normally when the light is green you must yield to on-coming traffic if turning left. The left green arrow means that you do not have to yield as there should not be any on-coming traffic.

When sitting at a stop light and the green arrow shows up means that it is entirely safe and legal to go in the direction of the arrow without worry of on coming traffic. If the arrow points left when it lights up green, everybody turning left has full right of way and you need not worry about on coming traffice coming in your direction.

Now, a plain ole green light means that you have the freedom to go straight, but TURNING left is not a "free go", to travel left until all on coming traffice is clear for you to turn left. ALL traffic is on a clean green "go" but you must use judgement before you turn into traffic coming towards you.

A green arrow is your notice that you are free and clear to turn in the arrows direction without fear of the traffic coming towards you. These green arrow lights are such a blessing as you have no worry to turn. Those plain green lights are "OK" but you HAVE to watch for on coming traffic.
