What is the penalty for not using child safety seat?

My neighbors have a 9 months old infant. They don't use a child safety seat when riding in the car. The baby is ALWAYS on the mother's lap and in the front seat. There isn't even a child seat in the car. I'd like to make an anonymous tip to the police, but I'm not sure how to do this. Don't the police actually have to catch them in the act? Also does anyone know the penalty for not using a child-safety seat in Wisconsin? These parents aren't young (mom is over 30, dad is over 40) and they ceratainly aren't poor. I don't understand why they are taking this chance with their precious child...

The fine is $75.00 dollars but could get worse if the police see this and the person can be charged with child endangerment as well.

The penalty in WV is a $100 fine. If they do it on a regular basis, the next time they pull out of their driveway, call the police & give them the description of the vehicle, plate number if you can get it, direction of travel & that they never use a child restraint.

here we go, yep they have to catch them unless you want to get on the stand and testify under oath that you have sen them do this. I think that would be a great idea since you feel so strong about it. I mean, that child could be killed. Call the police and tell them you'll testify. Im sure its at least a major tickets and points, hell, they might even loose a license.

I'd say a ticket, and probably Social Services might get a call. If they find other things that show neglectful or abusive parenting, they might take the kid away. This is how it is out in cali, maybe not there in wisconsin.

Call the police and child care agency and give them the car plate number,let them figure out how to catch them.
