Wait for green.

You have to sit around if all the lights are red. After a certain length of time people accept the lights aren't likely working and treat it as a stop sign. You'd still want to wait for the traffic on the other side to clear.

Ummm, wait for a green light.

You do realize that when you push that little button at a cross walk, all lights turn red so pedestrians can cross.

If the lights are not working, it is to be regarded as a four way stop.

if they all stay red its treated as a four way stop, same as if they were not working at all

If you want to take a chance, go for it and make the turn. Just make sure there's not a cop around when you do.

Call your local traffic department because something is wrong....you cant have all 4 lights red at the same time at any intersection.......equipment malfunction.
