Telescopic mounts have been used on cars for 25-30 years. Some manufacturers have even tried putting foam and energy absorbing honeycomb materials in the bumper skin. I'm afraid that not much is going to protect occupants at those speeds. the inertia of the vehicle is just too great to overcome. Inertia is the ability of an object to continue in motion by virtue of it's own mass (weight) when encountering a still object or mass such as your wall. The front bumper would have to be far enough in front of the car to slow the car by overcoming the inertia of the mass of the car. At 50km/h with an average weight of approximately 3000 lbs the bumper would have to be about 100 feet long and would have the ability to provide enough friction in it's mechanism to provide the same stopping power as the brakes on a large truck.
