both actually, they are two different types of noises that are made though - under being louder but a lower deeper sound, usually road noise when its loud is cuz your tires are uneven in wear pattern. (need alignmnet) also a bad wheel bearing sounds a lot like a loud tire.

lousy tires like Continental tires. a little wear and they sound like snow tires.

under-inflation would have more surface area in contact with the road, causing more noise

over-inflation.

If the tires are too big, it causes squeaking and friction between the road and the tires. Make sure your tires are at a good, even size.

Both make noise though, but over-inflation is horrible.

Either way could cause noise. Get yourself a tire pressure gauge; they only cost a couple of dollars. The pressure should read between 28 and 32 pounds when the tires are cold. (before you have driven your car)
