why is there a law on the books saying the postal carrier cant back up
then they would have a hard time backing out of your driveway
then aftering deliver a express package to you!

They can but I believe that they are supposed to avoid it if at all possible to reduce the chances of backing into something.

Yes they can and if you look at the vehicle you will see very large mirrors to see around the vehicle and also used for reversing.....
