When should a driver use hazard Lights?

when there is a possibility that his vehicle is a obstruction to other vehicles, examples are: stopped on the right of way, going considerable slower than the speed limit, driving a car with mechanical problems, flat tire, overheating etc. driving through an area with road hazards that cause you to drive slower that the speed limit.(like water over the roadway, ice on the roadway)

In Canada 4-way hazard flashers may only be used in emergency situations whilst the vehicle is stationary. Using them on a moving vehicle is a violation.
