Try the Industrial Estate at weekends.

I know its not in Irvine, but in the OC Fairgrounds parking lot has a tendency to be large and vacant. Or just drive around your neighborhood at times when there isn't much traffic (avoiding common work/school driving times).

Be aware that "technically" you are required to not only have your permit, but have it signed as proof that you have completed at least one behind-the-wheel driving course.

If all else fails, stick to Hot Wheels. =]

You should be able to go to any empty lot during a weekend. My mom took me down to the highschool right down the block. As soon as your used to braking turning (shifting if its a stick) you know the basics and can start on the road. A big empty parking lot near a mall in the evening might also work.
