Who has the right-of-way at a two-way stop in this situation?

A green car approaches the two-way stop sign first. This car wants to make a left, but the traffic on the road without a stop sign is too heavy and consistent. A blue car approaches the opposite stop sign second and wants to go straight. Once the traffic clears, which car has the right-of-way?
Additional Details
I am just talking about a stop sign. I want to know, because where I live we ALWAYS have to wait if we are turning left...No matter how many cars are going straight or turning right. When I was new at driving, I was the first like this situation, and made a left, but the other person who arrived second on the opposite side went at the same time as me (turning right), and we almost touched cars.

The BLUE car has the right of way! IF it was a FOUR way stop, its one for one, whoever gets there first goes.. and all the people above me would be correct!!! BUT since its a TWO way stop, the blue car, 100% without a doubt has the right of way!!


wow.. I cant believe how many people actually got this wrong :O

If it's a stop light then it would be the blue car. If it's a stop sign it's whoever approches first so it would be the green car.

At a stop sign, the car that got there first has the right of way which is the green car.

If it were a traffic light and the light turned green simultaneously for the green and blue car, the blue car has the right of way since it's going straight.

The rule would be that the car that got there first would have the right of way but in this case the car going straight would have the right of way after traffic cleared.

definitley the green car...because he got to the intersection first and that's usually how it works....!!!!

the blue car would have the right of way if there was a stop light at that intersection... because it is contuinuing in the same direction....and you want to make a left....
