Who has the right of way when a ambulance siren lights are on but no sounds.?

should i make a right turn stop for ambulance that sirens are lighting but no sounds?

but when the ambulance has siren's sounds are on i know what i should do make a safe right turn stop, but what if the lights are on and no sounds? should i go straight or stop to the right?

I know what you mean. I have seen this. Usually if you hear a combination of sounds and lights flashing then you know to move out of the way. If the lights are just flashing but no sounds, then the ambulance is likely not going to an emergency. The whole purpose of the sirens is to let the other drivers know that there is an emergency. Lights can mean this as well, but I do believe it is the driver of the emergency vehicle's responsibility to use lights and sounds. If there is no emergency then the lights should not be flashing. But you have to be careful. Just in case an ambulance has its lights on and there is no siren, then move out of the way anyway. You don't want to block the road if there really is an emergency.

It's no different sirens on or not. Sometimes they won't use them in order to not disturb the neighborhood when the conditions are able to do it. Thats similar to why police cars will sometime not keep their sirens on and only turn them on for intersections.

don't know what a right turn stop is? - when you hear an ambulance's siren or see an ambulance's light you are to "pull to the right side of the road and stop" until after the ambulance has gone by

lights or siren, it doesn't matter, pull over and stop
