Who has the right of way when two cars are at a stop sign turning onto a main road?

My sister was the second to pull up to the stop sign to make a right hand turn on to the main road. The car that was first to get to the opposite stop sign wants to make a left hand turn on to the main road.. Two different times the other car has waved my sister on to go.

Whoever gets there first has the right of way.

If you are both turning into each others path then it the car to arrive first has the right of way, if your crossing the path of the other car but hes not crossing your path, then you have right of way
