I am assuming you are a passenger carrying driver, as they are the only ones which even have a 15 hour rule.

What 15 hour rule? We haven't had a 15 hour rule for about 5 years now. It's a 14 hour rule and an officer of the law can and sometimes will make you move the truck during a 10 hour break.
If this happens, you need to get his/her name and badge number and try to get them to sign your log page saying they instructed you to move.
Other than that, some trucks working in the oil field industry, some trucks in the agricultural industry and some trucks hauling disaster relief, don't have to abide by the rule. |

The only time the HOS rules can be waived is if the driver is working for the US government during a national emergency. During Desert Storm/Desert Shield in the 1990's some driver's that were moving DOD loads were exempt from the HOS during the days that they were assigned to the US government to haul equipment, munitions and supplies to the staging areas or docks to be sent overseas in preparation for the first Gulf War.
I believe the government also waived the HOS for some drivers after 9/11 that was assisting in the cleanup and bringing in supplies to NYC and the Pentagon. |

Nobody. There are certain exceptions within the hours rule that lets you do a certain amount of reset, or if you're a "local" driver. However, the rules themselves are not bendable.

There is no 15 hour rule. No one has the right to make you break any driving rule. If I remember correctly you can drive 2 hours over your 11 hour on duty driving status due to inclement weather as long as you don't violate your 14 hours total on duty time. |

GOD -- but he's a railfan.
And even if you don't exceed the 15 hr rule -- you're already in the pit -- DOT regs only allow TEN HOURS. And stopping to throw some groceries down your gut counts against the 10 hour law. |
