He may think he's safer, but he didn't take the time to make sure. Chances are that his taillights are fully covered as well.
The guy with the clean car does not need his lights, as he can see. This driver will have his tail clear also so his brake lights can be seen. |

The one without the headlights. Obviously, the one with the lights had good intentions and w/ or w/o his knowledge the heat generated from the lamps will melt the snow on it. |

the person driving without headlights...though it is useless the oncoming driver can make out that there is a vehicle ahead because of the reflection of your headlight |

i say both the guy for not having the lights on so others can see him and the other for not cleaning the lights off to make it make it easier for others to see him
mine flip up and down so i dont have worry about cleaning them off |
