Who is responsible BY LAW for the fastening of seat belts .my husband says the passenger?

I thought it was the driver.please settle this argument .thankyou

In England, the individual passenger is responsible for their own seat belt. The driver is responsible for ensuring that children under 14 have their seat belt on.

In the UK the driver is responsible for every passenger in the car under 14 ,over 14 its the responsibility of the passenger.
This is Law from 18th september 2006

Passengers over 14 years of age are responsible for themselves, and can be fined.

It depends on age, those above 14yrs are responsible for themselves (i.e the passenger) but under 14 it's the driver who's responsible.

In Kansas every legal adult (above 18yo) is responsible for fastening their own seat belt. The driver is responsible for all minors in their vehicle.

I think the driver is responsible for anyone under the age of 14.

Well I dont know if this is federal law or if its just in the state of California but the way I know it to be is the driver is responsible for anyone not wearing a seatbelt UNDER the age of 14 if someone in the car over the age of 14 is not wearing one then they are responsible and NOT the driver.

the driver if the person is under 14 years old, the individual over 14 years, however the driver should tell them for safety as the police if you are stopped will then proceed to check everything around the vehicle further delaying your journey. so BELT UP.

Would you drive a car with passengers who wouldn't belt up? Particularly someone in the back without a belt on - in a serious head on crash would be catapulted into the seats in front - injuring or killing the occupants. Anyone who wont belt up, walks!

Yep, the break-point is 14 years in the UK as already said. Having said, that, I have been known to refuse to move the car unless everyone belts up - not a legal requirement but better for my peace of mind!

in ireland anyway, the driver is responsible for seeing that passengers under seventeen are seatbelted if under seventeens are not wearing seatbelt, the driver is fined/gets penalty points. passengers over seventeen are their own responsibility and they will be fined if not wearing a seatbelt.
