Whom to petition to have speed bumps placed on road?

These retards living in this other neighborhood are constantly ignoring the stop light, speeding, and racing to "beat" those who have the right of way.

Where do I go and how do I begin to petition for speed bumps to be placed on the road to get these people to slow down? x____x

if it is a city street, your city council should be able to do something.

Take your argument to your city council. They take any complaints into consideration if citizens have suggestions or problems with the way things are done. Just make sure you get the information such as the phone number, address, and file your complaint to them. Also if there is a town hall meeting anytime soon you may want to attend that and voice your opinion there, but city council is usually the place you want to file complaints.
