They don't have to do anything to perform the intended duty. I have heard that used for empty pursuit cars left to calm traffic in accident of speeding zones.

because they slow you down just like an awake policeman would.

Because they have the appearance at a distance of a person lying in the road. As they restrict the speed in the same way as only the presence of a policeman would

BECAUSE BY THE TIME YOU SLOW UP YOU WILL GET HAMMERED JUST LIKE GETTING HAMMERED BY THE POLICE.

I've never heard that one before...

Buy obviously, a policeman will cause you to slow down.... as will a speed bump.

In my opinion the best way to stop speeding is to have senors on the roadside at black spots and schools etc., they evaluate the m.p.h. of the on coming traffic and flash a warning to slow down.
