Their are hills on roads because it would be too expensive to dig out large trenches for roads to go through just to keep them flat. The Earth is full of hills and we just go along for the ride |

You have it backward , you should ask why are there roads on hills? The answer is because the hill was already there and an easier way of getting from point A to point B , thus a road way built. |

It is much easier to build on the hill than tobuild a road around it, or level the ground. What is wrong with roads on hills, car journey's would be much more boring without them. |

It is too costly to level all surfaces. The counties in certain states have a budget that they have to meet. It would cost too much and take more money away from where it is needed if the county and state officials leveled all roads. Its just a common practice to put money where it is needed the most. So you have some parts that are leveled and some that are not. |

Hills on roads are either due to landscape or on longer drives they are sometimes put intentionally to keep the drivers attention on the road.
You will often find disturbances in roads designed specifically by engineers to keep the driver awake, you rarely find long stretches of road that are just straight (unless they are poorly engineered). |
