My guess is because bridges and overpasses have more surface area (all 4 sides) that are covered by cold air. As for roads, it's only the top surface (1 side) being exposed to air. It's under side is buried underground not exposed to any cold air. |

Bridges and overpasses have a higher surface area to volume ratio. They lose heat faster than a road on the ground, just as a mouse will lose heat faster than an elephant, which is why the elephant has big ears. |

Wind goes over and under the bridge and it will freeze very fast. It is not like a normal road where the ground helps to insulate it from the cold. |

Because of the wind, you get the wind chill factor which is a few degree's lower depending on the speed of the wind. And if you have any moister in the air you get freezing conditions on Bridges and overpasses. |

The ground itself is very insulating, and provides warmth (why many animals burrow in winter).
Anything in direct contact with the ground will freeze last.
Bridges and overpasses do not have the benefit of ground contact, therefor they freeze over like anything completely exposed to the air. |
