Two main reasons. I assume you're talking about a freeway. First, they consider themselves the "traffic police," and should dictate how fast others should drive.

Second, they don't have a clue. They'll cruise along in the left lane, completely oblivious to the line of traffic piling up behind.

Regardless of the reason, it does no good to tailgate them. It's dangerous, illegal, and they're not going to move anyway. Go around them at the first opportunity. It's far safer and perfectly legal to pass on the right when two or more lanes of traffic are moving in the same direction.

It's also much easier on your blood pressure.

There is no fast lane the posted speed limit applies to all the lanes, granted if you are driving slower than the speed limit l move to the right, if you are driving the speed limit in the so called fast lane than the person that is tailgating is in the wrong

Here is a list of reasons why I think people think its ok to drive slow in the fast lane:

They were told by their driver's ed person that it doesn't matter which lane they are in. It is the speed limit, not the minimum speed.

Foreigners - usually travel by bike or scooters. They do not travel fast.

No concept of "fast lane". They just want a clear way ahead.

They think they are going pretty fast for their comprehension.

Slow cars. Not like your typical Lexus where you can't feel how fast you are going.

Most likely reason - the DMV no longer have driver's ed that are strict to standards. They pass anyone nowadays. It is the heart of the problem.
