The interstate system is divided into urban and rural sections. The distinction between urban and rural areas is based on population density figures from the US Census Bureau and adjusted by state and local government to reflect planning and other issues.
Urban sections are within a census area with an urban population of 5,000 to 49,999 or within a designated urbanized area with a population of 50,000 or greater. |

Speed studies are performed along public roadways where a radar gun is used to collect various speeds of passing vehicles. Once 200 vehicles are clocked or 2 hrs elapse, whichever comes sooner, the 85th percentile of the field data is used to determine the posted speed.
Now a city or county has jurisdiction to lower the speed up to 10 mph below the 85th percentile speed. Lower speeds can be justified based on pedestrian activity, within school zones or within urban residential areas (neighborhoods). |

It also has a lot to do with the geography of the area. You don't want high speed limits coming into a school area where you would have to suddenly slow down dramaticly to keep the roads safe.
