You do not need a driver's license. You do need a photo ID issued by the government agency that issues driver's licenses. If you do not want a driver's license, are blind, do not know how to drive, or do not qualify for a license for some other reason, they will issue a non-driver ID that allows you to buy liquor, but not to drive.

The answer to your original question is that you need the photo ID (whether a driver's license or a non-driver ID) to prove that you are old enough to buy liquor.
