Why does people like to drive on someone's bumper?

Because they're rude. They think that by tailgating you'll either "get out of their way" or "go faster."

Don't agonize over it. Just keep to the speed limit, stay in your lane and you can even put your emergency lights on. That tells them you know they're tailgating and they'll either back off or change lanes. If, for some reason they're tailgating you and you hit your brakes for some reason, the burden of proof's on them, not you. Drivers are supposed to "be in control of their vehicle at all times." Slamming into someone's bumper is not driving in a "safe, controlled manner. This is what some (tailgaters) don't get. Then when their insurance goes up, they wonder why.

If they're in that much of a hurry they should have given themselves plenty of time to get to their destination. Why should you pull over for them?

Worry about what you're doing. Pay attention to what you can control. You can't control the driver's following distance in the vehicle behind you so try not to obsess over it.

If the person behind you is in such a hurry that they need to ride 1 inch from your bumper (which saves them no time BTW), they should have left earlier so that they wouldn't feel a need to try and rush others along. Them being late or impatient is not your problem, it's their problem.

As long as you're obeying the law and driving safely, there's not much else you can (or need to) do regarding tailgaters riding your bumper.

it seems like everyone has road rage these days. they ride other people's bumpers to get them to go faster. if they get their butts up out the door earlier they won't be running late and trying to run other people over in the process. the next time someone does that to you, use your cellphone and report them to the police. get their tag number.

I hate it when people ride my bumper. I think a lot of drivers have the idea that if they ride another driver's bumper close enough that they some how will go faster or get out of their way. I was driving on the interstate one night in the left lane when I noticed some idiot was riding my bumper so close that I couldn't even see their headlights. There was no way I could get over because their was traffic in the lane next to me so I decided to turn on my emergency flashers. It didn't take but a second for that moron to back off my bumper. I bet I scared the crap out of that driver.

If you drive too close to me I might touch on the brakes every so often so they light up and will make your ride very nervous as you'll be constantly looking at them.
If that doesn't wake you up I am willing to slam on the brakes hard *because of the dog*.
But careful, I have a big tow bar at the back and if I have time to waste I'll be looking for a policeman sitting on the side of the road, then I might nail it on the brakes real hard right when I am passing him and just stop there (always because of the child that just crossed the road) and if you hit me.... well, the policeman saw everything.
In fact, I lie. I did that once and felt real sorry for the guy that lost his radiator and swore that I wouldn't punish the morons any more.
But this is food for thoughts for anyone that needs ideas.

The only thing you can do about the idiot on your rear bumper is to increase YOUR following distance behind the car in front of YOU.
Normal safe following distance is 2 to 3 seconds at normal highway speeds, when being pestered by a tailgater simply slow down slightly until the space ahead of you increases to 4 to 5 seconds. This accomplishes 2 things, first it provides enough additional time / space so that when you need to slow down or stop you can do so gradually, avoiding the need to suddenly apply the brakes, risking being hit by the idiot behind. Secondly the increased following distance provides a space for the idiot to pull into when he eventually passes you, which be assured he will at the first possible opportunity.
You certainly should not pull over because some stupid impatient idiot is driving too closely behind you, unless you are traveling below the speed limit in the passing lane of a multi-lane highway.
