Why does the motor vehicle department give people such a hard time and are generally rude?

Because they are government employees. Somehow that gives them the right to be total A holes. They think they are God. They have the power to F with people and they exercise that power very well.

The last one I was in they were super nice! I was in and out within 10 minutes. Remember they are underpaid state workers dealing with a lot of rift raft all day. It's not just renewing a license but dealing with people who've had several oui (dwi) trying to make sure that the address on the license matches where they really do list. Being yelled at and screamed at all day. Knowing you're working your butt off and not getting any further ahead because the state is too cheap to pay for more employees.

Yeah they get health care because they are out of work due to stress.

No I don't work for the state and no I don't work for dmv or bmv or whatever your state calls it.

Just don't lump people altogether. Not everyone is rude. It's like saying why are all people with red cars rude. It's just not true (it's statistics 101).

They have to deal with stupid people who think they are right all the time. Its a tough job and sometimes it gets to you like any other job does.

I don't work there but I suspect that it is a/ because there is
not enough staff and too much work and b/ because people come in there really crabby because they have to pay fines and have to pay to renew their licenses etc and they are rude to the staff so the staff are rude to everybody. It is sad but the truth. I have to deal with the public all day. People who are
in the wrong are always way ruder than anyone else and is you get someone who is really nasty it sours you for the rest of the day/ As yourself this would you want to work there?

It is very simple and it is the same in every state............

They are overworked, underpaid and the work for the state and they do as little for you as possible because they just dont care.
