My uncle used to drive a school bus for a few years so I can answer this with the answer he gave me. The fact is that school buses and other large forms of public transportation are huge and built on huge extremely strong chassis and that is the primary way that are built to protect people. Seat belts are nice but would create a difficult problem if there were an incident where they all needed to be undone and couldn't be in time. Trust me that the people that are in charge of these transportation systems and the people that design and build them have safety at the top of their priority list.

Every bus I've ever been on has been without a seat belt. Even Charter buses. I'm not sure why the law has not required them yet especially in School Buses. Buses do flip over if in a bad enough accident and then you have a pile of people.

Sorry to get off track. I would think the reason public buses don't have seat belts is because that would actually slow the routes down. When they would stop they would have to take the extra minute for the passengers to unbuckle and get up vs. just getting up and off the bus.

Compartmentalization, a concept seen frequently on commercial airplanes, involves seating passengers in rows of padded seats with cushioned backs.

The belief is that during frontal or rear impact, the most common types of wrecks involving buses, passengers would either be pushed back into their seats or thrown forward into the padded backs of the row ahead.

The use of seat belts might require stiffer seats, which would negate the theory of compartmentalization.

It is also feared that some people would receive internal injuries from seat belts through a process called submarining, the tendency for a body to slide downwards during impact.
