For several reasons:
1. The drive test is designed to analyze applicants basic driving abiliities ~ not "advanced" skills. Thus, if parallel parking were included, why not maneuvering through cones (s - course) , emergency stops, and mechanical aptitude?
DMV is NOT a school...and this point is often overlooked by many. Everyday, people take their tests (written and drive) without being prepared. Thus, they are learning by failure. Part of the blame rests squarely with inept driving schools.
2. Unlike foreign countries where tests last at least an hour, are VERY expensive and include the above advanced skills, DMV's don't have the resources to do parallel parking. It's difficult enough checking to see if applicants can back up in a straight line!! (Lots of failures for not looking over your shoulder - NO MIRRORS!)
3. Some applicants can barely maneuver a car when the test starts; again they're learning by failure. The first "critical error" they commit gives the examiner reason to halt the test.
Ask a "professional driving instructor" for assistance in parallel parking - it's really easy. |

It was removed due to the number of people that were failing it and the state of california decided to stop it since it was not really needed and they concentrate more on other driving skills. |
