"Free recovery" on motorways - how do they know you have broken down?

Driving back on the M1 last night, we saw lots of signs dotted around where they are widening the road between specific junctions.
Can't remember the exact wording on these signs but they show a recovery truck and something along the lines of "Free Recovery". Presumably if you break down, you get free recovery away from that part of the motorway.
So HOW do they know you've broken down? Are there cameras along that section of the motorway that are monitored? There's no tel. no. on these boards.

(and for those who have driven down that particular section of the M1 recently ... you will know that you can't access any of the usual telephone points/safety areas because they've all been sectioned off or physically removed because of roadworks! So it wasn't a Doh! question ... )

obviously dont realise that the emergency phones are out of action when major road works take place when you see the free recovery signs. it means you should stay in the car do not get out of the car and wait for the recovery truck to arrive you will have been noticed on cctv and assistance will be there within minutes.
all the ppl who have told you to use the telephones are wrong and it is very dangerous to leave your car how some ppl passed the test I will cannot imagine
the correct thing to do is STAY IN YOUR CAR AND WAIT FOR ASSISTANCE
DONT GO TO THE TELEPHONES THEY DONT WORK THAT IS WHY YOU ARE GETTING FREE RECOVERY BECAUSE THE TELEPHONES DONT WORK AND YOU ARE UNABLE TO TELEPHONE FOR ASSISTANCE |

CCTV. It is monitored. You must have seen portacabins with aerials and a pick-up truck in major road-works...
Additional to below: You can't ring them if they are doing major widening works and the boxes have been ripped up... They install their own CCTV up on the banks and watch for cars sat there with their hazards lights on. |

If you look you will see that the area is mointered by CCTV. This is mointered at the control room, all the time |

the free recovery you are referring to is usualy when there are roadworks in which case you would be seen by a worker who would locate recovery man for you |

They either have CCTV or do regular patrols, or a mixture of the two. Depends on the roadworks. |

Every mile or so there are emergency phones,plus regular motor patrols passing.there are also traffic control cameras spaced along most motorways.free recovery is normally provided on roadworks to clear traffic quickly. |

Err, you ring them. Duh. The phones along the motorway go directly to the recovery services. |
