Adopting a friend . . .?

I have a friend who will turn 17 in a few months and is adopted. The home she is in now is not the best situation for her because her mother thinks of her as a burden and the many things that my friend is getting into are not helping either side.
I know plenty of people, including my own family that would want to adopt her from her adoptive mother, is there any way to do that?

Not unless her adoptive parents are willing to legally sign away their parental rights. Even if they were she would probably be over 18 by the time it's all done and it would be just easier to do a name change by that time rather then an adult adoption.
