After signing your rights over, Or signing adoption papers for a step mom to adopt your child, When we go to the bank to sign the papers and get them notorized, Is that it? Would the person be able to see their child again until court or is that it?

Until it goes to court and the judge decrees the adoption to be final the first mother still has her rights. And depending on what state you are in, she may have a time period after the adoption is final to change her mind.
When I adopted my step daughter, her first mom had a week to change her mind after the final decree was signed. |

The procedure for termination of parental rights-- including paperwork needed and applicable revocation period-- is quite different from state to state.
