Birth certificate question?

I have a friend that was in foster care for most of her life. She has never seen her birth certificate and doesn't even know when her real birthday is. She has no idea where she was even born at. She has the round about state but not exact. She has tried getting her birth certificate from the foster agency but they refuse. All her other resources have refused to give her any information. Is there a way she can find out at least her date of birth online just by using her full name? She feels once she can get at least the D.O.B she can figure out the rest. This is a serious matter so please if anyone can help with a place online where she can get at least her D.O.B by using her name would be much appreciated. Thank You!!! Oh and she is unable to get a job because of the fact...so a free site if possible would be great.

I just PM'ed you. I have a paid Ancestry.com account and this could lead to getting the information she needs to request her birth certificate. I am, however, very confused as to why she never received a copy upon aging out of foster care. This is something normally given to the person when they are leaving the system.

Hm. I am confused, because in general, when you age-out of the foster care system, they give you (a) your birth certificate, (b) your school records, (c) social secuirty card if you have one, and (d) other ****. They do not give you foster records per se.

She needs to contact the Office of Vital Records in her state.
The website will give you the address and phone number of the Office of Vital Records for the state she grew up in.

Call them and talk to the people. They are very helpful.

There are also "searches" you can do on-line . This website you put your name in and do a nationwide search. It costs like $35. for a year. There might be others.

sounds like she needs some legal help dear. many lawyers will give a free consultation and maybe they can point her in the right direction. good luck!!! doe she have a social security card? if so, have her call the social security office and see if they have her in their system with a birth date in it!!!

I'm not sure of a site. If she is over 18, then there should be no reason for them to withhold her information. I know you're trying not to spend too much if anything, but I bet if you found like, a cheap lawyer at least, he could talk to them and find out exactly why, if they won't tell you, plus he or she should know how to go about it. If your friend is over 18, she has rights to her birth certificate and social security number. I'm assuming she's under 18, and in this case, she'll have to get it from her adoptive parents, who should have an amended birth certificate that at least has an estimated date of birth (it will show 1/1/year estimated born if unknown dates), and will have her adopted family's names on it. If no one will produce a birth certificate, could there be a possibility that she was a "stolen" non-legal adoption, where the family just took her? If that is the case, she needs to report this mess to the police. Good luck!
