Yes that's possible in the UK and most EU, if not all, countries.

he has to be at least 45 years younger than the child he wants to adopt so the child wouldn't be able to be a baby...

Yes, it is possible. As a matter of fact, there are a few boys for adoption that they recommend go to single fathers, which are hard to find.

You'll have to undergo a home study, which includes criminal checks, background checks, references, and interview by social workers to make sure that you are in it for the right reasons. As a single parent (I'm female), it seems they ask a lot of questions about your reasons to adopt (or foster), and about relationships, previous and present. You'll also have everything in your home looked at. They even looked in my kitchen cabinets, and bathroom cabinets.
Ignore some of the stupid remarks that you get from the ignorant ones. Just be aware though, that kids are often the ones making these remarks, like the kids you'll get into your home! Good luck, if you're in it for the right reasons.
