The US adoption process is complex. It is partly private and partly public. There are public agencies that handle adoptions out of foster care(these are the children who have been removed from their homes for abuse or neglect...supposedly..but not always).

Then there are private agencies. Private agencies can be religious-based and they can be secular. They can be for-profit or they can be nor-for-profit.

Then there are private attorney adoptions.

With 50 states, the laws vary as to how it is done. The 50 states do not all agree.

Complicating the situation even more, in some states the private agencies contract with the state department of Human Services to provide foster care.

The Infant Adoption Awareness Act has also enabled private agencies to go into the schools and present programs to try to talk teens into surrendering babies.

this is funded by taxpayer dollars.

I'm a transracial adoptee (Korean adopted to White American parents) and my younger sister is a domestic adoptee, so I think I can kind of understand both sides.

My adoption was through an agency. My parents went through rigorous home studies, parenting classes, and social worker visits before being cleared to adopt me. Then they waited to be matched to a baby for a few months. They finally received the news they had a match and recieved my pic in the mail a couple weeks later. I came over on a plane with a social worker.

My younger sister's first mom was a friend of a friend that my mom worked with. She knew my parents had already adopted and was looking into surrendering her daughter with someone who had other adopted kids. She and my mom met and filed the adoption paperwork through a private lawyer.

Transracial adoptions are always going to be more difficult, especially when they are international like mine was. There is a lot more red tape to be cut through than when you are dealing with a domestic adoption such as my sisters.

Mei-Ling, does the U.S seperate the two? Can't a transracial adoption still happen locally within the U.S like it sometimes does here? (Aust.)
I'm just asking because of the way you question is worded.

I'm a Canadian-made adoptee, but I'm guessing that not only do you have to be approved by your own country, but also by the country that you are adopting from. Other than that, not sure.
