Could you listen to this scenario and tell me what would happen, please?

I have a several-part question:

If a teenager had no family and had lived in foster care for a few years, could an older friend of the teen adopt him?

Would the friend have to go through a home inspection, answer a questionnaire, and whatever else prospective adopters have to go before it could happen? And lastly, could they refuse to let the kid go if the friend was an unmarried, middle aged man (some might consider it suspicious)? Would the kid's choice be taken into consideration?

Any other details from someone familiar with the process would be much appreciated. :)

Depending on what state you were in the friend would likely have to apply for a foster care license (which includes background checks, several home studies and quite a bit of paper work). Once that is approved you could live with him and then he would begin the process to adopt you.

If school choice is an issue, there are a few things that could happen (I'm basing this off of my state) If you are already enrolled in school and he lives reasonable close, you can continue attending your current school, if you want a new school and his city allows for school choice you can apply and hope you get into the school of your choice or you may have to go to the neighborhood school.

I think social workers consider school choice but it is often not the priority when trying to find a permanent home for a child.
