this case is about abuse of power, not just Pap fraud.

the agency also committed fraud, there was conflict of interest, and the birth-mother was not given representation or told her rights.

the father acted within the law and yet was stonewalled.

any time there is an imbalance of power and money, fraud is going to take place at the expense of exploiting people in crisis.

i ran across another case today - but i lost it.

basically, corruption and fraudulent behavior lays dormant until an opportunity presents itself. the exploited are not always aware they have been taken advantage of, or feel empowered enough to fight for their rights so we will never know the actual numbers. as we see in these two cases, sometimes even fighting is not enough.

they should all be prosecuted - paps, aps, agencies, lawyers. but we also have to blame ourselves and our representatives for allowing the business of adoption to operate without any checks and balances. it is the system which is fractured and flawed, allowing such corruptions to take place.

I have no idea of the official stats but I'm disgusted by how many people have to fight for THEIR children. It's just not right.

I've found that agencies commit a lot more fraud than private individuals though, or at least that's what I got from my research.

I agree that fraud in general should be a criminal offense. Otherwise, there is no motivation for people to stop doing these types of things.

I'm sure (and hope that I'm right) that the number is small, but there's one thing I'd like to point out. The people who knowingly commit fraud and kidnapping to "adopt" a baby should be thrown in jail... they are criminals, not adoptive parents. I see a big difference between them and me... a real adoptive parent.

I don't know what woman you are referring to in the case of Noah Levi Bond. His biological mother wanted Noah to be placed for adoption. The whole case is about the biological father terminating or retaining his rights.

To answer your question, there is no way to measure how often fraud occurs in an alternative placement (foster, adoption). The only surety is that it occurs.
