Get your mother to place details on any registry - saying that she wishes for contact - so if he starts looking for her - hopefully - they'll be 'matched' up.
Get in touch with these people -
http://www.norcap.org.uk/home.asp
and
http://www.uktrackers.co.uk/index.htm
You may have to wait until he is 18 to apply for info from government departments - but at least you can get things started - and find out what channels you will need to go through.

I wish you all the very best.

You should visit the UK adoption registry. I've included a link which has all of the information you guys will need to get started.

However, I should caution you that if he is still under 18 it is illegal for your mother to try and make contact with him. Once he turns 18, however, she can use any resources she wants.
