How does one adopt a child from a disruption?

Whenever I hear an adoption disruption story, I always hope so strongly that the child will find a commited, permanant home very soon and not have to endure any more abandonment. We're not persuing an adoption at the moment, but it just crossed my mind that looking into adopting a child from a disruption is something we might consider at some point in the future, but I realized I have no idea of how one would go about this.
Additional Details
I'll define disruption for those who don't know. An adoption disruption, technically, is when adoptive parents back out before the adoption is finalized. An adoption dissolusion is when an adoption is legally voided, so the child is relinquished again, but people often call this disruption instead of the technically correct term dissolusion. I'm really referring to children in this situation.

I think you would have to inquire about the adoption of a specific child whose adoption had been disrupted, as there's no central place all children from disrupted adoptions go. Your best bet would be foster care, as that's where the majority of the kids would end up.

You would probably have to be familiar with the situation in advance, or ask a social worker to keep an eye out for those situations for you.

ETA: Guys, adoption disruption is when a child is in the process of being adopted, and the prospective adoptive parents change their minds, usually because they can't handle the child's issues. These children generally end up in foster care. They would not go back to their natural families at that point regardless.

There is an agency in Ohio that specializes in placing children from disrupted adoptions, usually international adoptions. I listed their website below. Disruptions are so sad, as an adoptive mom my heart just simply breaks in two when I think of these children. Adopting a child from a disruption should not be entered into lightly, of course, because it is so important that the child not experience any more loss. Another option is to just let your social worker know you are looking to adopt from a disruption, and if that situation ever arises that you would be interested in learning more. Usually children from disruptions find new families through word of mouth, and most actually do not end up in foster care, thankfully.

Those children usually end up in the care of social services and they are generally teens b/c that is when parenting gets tricky and the parents dont want to deal with it.

You can enquire about this at your local children's services organization. When we were looking into adopting from foster care, we were presented with a number of profiles and at least 3 of them were the result of disruptions. It really is heartbreaking. As we originally adopted from China, we were presented with a profile of a gorgeous little 4 year old girl who was also adopted from China only to be relinquished by her adoptive parents when it was discovered she had autism and other mental challenges. It killed me that we could not adopt her, but we simply were illequipped for what she needed.

What do you mean by disruption? Are you talking about a child that has been removed from his home (for various reasons), had parental rights removed and is now available for adoption? There are pages and pages of photos and stories of children available in the US.
