How to adopt from the Foster Care System?
Find answers to your legal question.

How to adopt from the Foster Care System?

I am looking for resources such as websites, phone numbers, etc as to how my husband and I can pursue adopting from the Foster Care System.

We live in WI but does anybody know if adoption can take place thru other states as well?

Is there a "Nationwide" organization that over sees the whole system or is it state by state?

Thank you in advance for your help!

Hi MommaJacks,

Thank you for considering adopting from foster care where the need is the greatest. There is not a national adoption program in the U.S. Each state handles adoption separately and with different laws.

In your state it is called the Wisconsin Department of Children & Family Services. Here are some links to get you started:

WI DCFS foster care & adoption homepage
http://dcf.wisconsin.gov/foster_care_and_adoption.htm

WI Foster Care and Adoption Resource Center
http://www.wifostercareandadoption.org/

More WI Foster Care and Adoption information
http://www.wifostercareandadoption.org/snav/41/page.htm

Here is their toll-free phone number 1-800-947-8074

Good luck,

The numbers are different depending on which county you live in.

I never inquired about adopting outside of WI so I can't help you there.

I hope this helps.

Here is the link to all the foster children in the US.
http://www.nacac.org/howtoadopt/photolistings.html
You click on the state and it takes you to their homepage and shows you that state's foster kids. Then you just fill out a form for more info and they get back to you, letting you know if the child is still available. In order to adopt the child, you will need a home study done. The foster care work could let you know where to go to get that.
Best of luck in your adoption journey.

To adopt from the foster care system you must first be certified as a foster parent. Once you have been approved you are able to adopt from any state. I believe all states requires prospective fost/adopt parents to attend 30 hours of classes called PS-MAPP(Partnering for Safety and Permanence - Model Approach to Partnerships in Parenting). PS-MAPP is the adoption and foster care preparation training class. The goal of the PS-MAPP Group is to prepare individuals and families to make an informed decision about becoming foster, adoptive or foster/adoptive families. Some resources you may want to check out are:

Administration for Children and Families, Division of Children and Family Services
AdoptUSKids
Adoption Resources of Wisconsin
Bureau of Milwaukee Child Welfare
Child Welfare League of America
Children's Service Society of Wisconsin
Dave Thomas Foundation for Adoption
National Adoption Information Clearinghouse
North American Council on Adoptable Children (NACAC)

Hope this helps. Good luck!

My husband and I are currently going through this process in VA. Contact your local Department of Social Services and they should send you a packet of information that you will need to fill out and do. Things such as having a TB test, fingerprints, driving record, etc. In VA, the system likes for you to try for a child in state, but after two years if they are unable to provide you with a child, they will look outside of the state. I hope this helps and good luck to you.
