If both parents don't want their 16 year old daughter and are going to send her to foster care is there a way they could just sign their rights over to another couple with out having tons of cost involved? Additional Details What about if the child is in one state and the couple in another?

If all parties - including the 16 year old - are in agreement - how about looking at legal guardianship.
You would probably only require papers drawn up by a solicitor.
If the 16 year old wishes to have your surname - a name change can be made - again if all parties are in agreement - this shouldn't be a problem.
To actually go through an adoption - home studies and loads of paperwork would be needed.
Check with a lawyer - keep communication open with all parties - and make it as smooth as possible. |

it seems you would only have the cost of a lawyer. |

Another couple can adopt a minor with the consent of both legal parents. The parents would simply need to sign away custody and terminate their own parental rights. The other couple would have to decide whether to remain guardians or pursue adoption.
If the girl is going to be placed in foster care anyway, she can certainly be given over to the custody of another couple instead. Contested adoptions happen because one party is unwilling-- if the parents want to relinquish custody, doing so is a fairly simple procedure. Costs should be minimal.
The exact procedure varies by state, but you may require a lawyer, or to sign papers in front of a judge. |

It depends on what state you are in. Some states will allow that justto help the child, but other states make people go through the whole adopition situation |
