We adopted in CA and I know the agencies we talked to deal with people locally. Since they are licensed agencies, I think the state licenses them. We did our homestudy with them, and signed up for the classes there, and got into their outreach program. However, once our paperwork was approved we registered with a website that publishes profiles of couples waiting to adopt. Our daughter's mother contacted us from GA, so we went there for the adoption. Legally it was a california adoption, but there was a georgia agency involved as well to handle that end of it.

One think to point out is this site has a lot of people that are negative about adoption, unless it is through foster care. I think people need to decide for themselves what is right for their family. However you should be aware that some agencies and individuals do coerce pregnant woman to decide on adoption, or sign the papers when they aren't really ready too. So you need to be careful that you work with an ethical agency, and be aware that with newborn domestic adoption the mother has every right to change her mind until the paperwork is signed, and she shouldn't be pressured to do so.

Also for most domestic private adoptions the first mother chooses the parents so the wait can be unpredictable. For most agencies there is no "waiting list". We adopted within one year, so you never know. We were very lucky to be chosen just a few months after our paperwork was approved, and our daughter was born 2 weeks later. She is now 3 yrs old.
