I'm from Canada so I know the costs are different here - we're part of the Haigue convention, so some countries are a little cheaper for us.
Haiti is the cheapest, then St. Vincent, then the Phillipines, then Columbia. All of these places are estimated to cost ~$15,000 including travel expences. Keep in mind that some agencies charge more than others - but you can also try to do the adoption without an agency. You will need a translator (if you don't fully know the language) and a lawyer familiar in the process.
Domestic adoption through the government is the cheapest though.
We're doing domestic adoption through a Catholic agency and it's only costing us $6500. Very reasonable! |

We adopted from China in 2004; the process then, including travel expenses was about $18,000, however we have friends who started the process about a year after we went, and they are still waiting for a referral. Things seem to have slowed way down with China. (Although this will be their second China adoption, so that may be part of the reason why it's taking so long.)
At the time we adopted, Haiti and the Philippines were the two least expensive country fees, although our agency (Children's Home Society of MN) didn't have programs with those two nations.
Guatemala is expensive, because everything is done privately through lawyers there. Russia is expensive as well. |

If fees are a deciding factor in where to adopt from, make a spreadsheet & figure out overall costs. Include agency fees, orphanage donations, travel costs including costs that will be incurred to stay in country for the required time, costs readopting where you are and costs for the required number of post placement visits.
Compare the total costs of all the fees and expenses & you'll get a better view.
Keep in mind that the federal govt has a tax credit for adoption of up to $10,000+ per adoption and some states have adoption tax credits, too. Go to http://www.irs.gov and search for adoption tax credits to get the information. For your state, go to your states Department of Revenue site and see if they have info. |

I don't know. I do know Guatemala is hard and expensive.A coupel months ago the state department issued a ststement saying not to adopt from Guatemala.I have seen people wait 2-4 years befor they could take home their babies. |

I agree that China is probably the overall cheapest for foreign adoption. Adoption from the U.S. foster care system is also very reasonable. If you are open to taking a special needs child, many times agencies waive there fees or offer grants. Also check Haiti. Do a lot of research and check a lot of different agencies, sometimes the cheapest isn't always the best. Also ask what there fee includes. |

China is definitely the least expensive adoption process but then you have travel time and airfare. I am now looking into Guatemala which is less in travel time (a couple days) and airfare is cheaper. All in all they mostly weigh out at about the same but the thing that I found is that you have to "donate" a certain amount to either the government you're adopting from or the orphanage that cares for the child and that amount is what evens the costs out across the board. you are probably looking at about 25,000 bucks more or less no matter where you choose to adopt from.
What people like about adopting from other countries is that they are closed adoptions and all babies in other countries have been given up by their parents and given to the government. So you are actually adopting the babies from the government. So The process is more strict but also there are less loop holes concerning parentage once the adoption is final.
