My sister was adopted and now her social worker is tryin to help me contact her?

My sister was given up for adoption when she was 8 or 9.
Now she's 16 and I'm 17.
I have been searching for her everywhere. No luck.
So I found out who her social worker was and contacted him.
He told me he couldn't legally tell me where she is but he can
write an e-mail to the adoptive parents to ask them if I can have
contact with her. When she was first adopted the a-parents didn't
want my family to have contact I'm guessing b/c of emotional issues
and so forth. But now she is 16 and I think she is old enough to make
her own decisions. If you were the adoptive parent, would you let me
have contact with her? Do you the the a-parents will let me have contact
with her? What are the chances of us having contact again?
Additional Details
My sister's mom left her in the house alone when she was younger and I wish there was some way I could tell the a-parents that the bio parents won't be involved. I don't know who they are.

I certainly would as I've fully supported and honored my daughter's open adoption. This day and age I think more adoptive parents are supportive of any bio family reunions but sadly I think here are some who don't. If the reasons for the adoption were due to abuse or neglect it's possible that the adoptive parents would be apprehensive about it for fear that your parents might get involved. Some adoptive parents are just selfish and insecure. I'd say your chances are 50/50.

Unfortunately there is not much else that can be done, the adoptive parents have legal custody of here and they unfortunately can at this time say whom she can or cannot speak to. You just have to hope and pray that the adoptive parents have the decency to at least let her talk to one of her blood relatives (you).
I was adopted at the age of 9 by my aunt and uncle because my parents where abusive to me
but since they where my aunt and uncle I was allowed to be pen pals with my brother and sister whom where adopted by my grandma =] I was happy about that
I am sorry about your situation, it does truly hurt to be away from your family, I am happy that you where able to track down the SW that manages her case
