Soviet-era/Ukraine adoption/orphanage records...?

How does someone get orphanage records/adoptions records from Ukraine. The child was born in Ukraine during the Soviet Union, but was adopted when Ukraine was independent. Therefore I assume Ukraine has the records. Where would someone find/go to get these records? The reason I ask is someone I know would like to know if records changed hands and/or orphanage names/locations were also changed - if so, how does one go about finding these? Are they "sealed" or are they "public records" ?

I am not very familiar with the adoption process in Ukraine. (We adopted in Russia.) In our case, I believe our children's records are spread around -- some info is in archives at the actual orphanage, other info is on file with the regional court system in the area, and some of it is on file with the Ministry of Science and Education (the government ministry that oversees the orphanages.) Where you would go would depend on what info you're looking for.

We were able to get some info from our daughter's orphanage file by sending letters to the director of the orphanage asking for the info. We sent our letters with other adoptive families we found who were traveling to the orphanage. If you can't find anyone, perhaps you can find the address of the orphanage online. If your records are with the court or the MOE, you will need to contact them (try googling the addresses, I found my children's Russian MOE/Court addresses that way.) In Russia at least, the court records are open to the adoptive parents and the adopted person, but are closed to the general public.

ETA: Our orphanage director seemed reluctant to go into the archives to get the information for us. It took a year of letters being "polite but persistent" but we finally got the info.
