Oh, that poor family. Why can't she care for them? If it is just money, you friend would feel so much better if she sent them money to keep them together and just became their Godmother. Being poor should NOT be a reason to lose your kids.

Also, you cannot just adopt children who have parents and bring them to the US. They may not ever become citizens and may not even be allowed in the country at all. The only way children from another country can be adopted by US parents is if they are declared to be "orphans." That means true orphans or "abandoned" children. From what you wrote, it doesn't sound at all as if the mother has abandoned them. It sounds as if she wants the best for them. I completely empathize with her desire to have the best for her kids (and your friend's desire to be a mom), but this is not the best thing for these kids.

Mexico is also very hard to adopt from. They are now a party to the Hague convention, so it looks like it might be possible (the above answer was right that it really wasn't possible before), but the US State Department suggests planning to spend at least 3 months there. And I'm with the others. If they really want to do this, they should find an agency to work with. Otherwise the chidren may end up adopted in Mexico, but never able to legally come to the US. That would be the most horrible limbo for everyone, especially the kids.

Do not, I repeat, DO NOT let them do this on their own. They need to get at LEAST a lawyer involved to write up legal documentations and things like that. They may also consider going through an adoption agency. If they try to just do it one on one with the mother in Mexico, too many things could go wrong. They need to go about this the LEGAL way.

I agree with the above answer, also (AND DON'T QUOTE ME CAUSE IT MAY HAVE CHANGED) I don't think foreigners are allowed to adopt from Mexico, so make sure she checks the laws before anything else, unfournately (and as someone TC I can symphaize) many people (in the USA and other countries) will attempt to scam people, sad but true.
