What's the difference between a foster parent & a foster grandparent?

Many times, foster parents are "parents" to kids they usually don't know, where they take legal courses through the foster care system to become these foster parents. Foster grandparents are often related to the kids they take into their homes, and because they aren't legally available for adoption, the grandparents also having a foster parent type of situation, they are referred to as foster grandparents. |
