What is the average cost of a local child adoption?

I'm from New Mexico and my fiancee and I want to adopt a child either locally or within the US within a few years. How much do the attorney fees and everything else generally cost when in the adoption process. I have found a few websites but it is hard to find solid information that doesn't make me jump from site to site. Any answers would be much appreciate. Thanks!

"Adopting from the U.S. foster care system is generally the least expensive type of adoption, usually involving little or no cost, and states often provide subsidies to adoptive parents. Stepparent and kinship adoptions are often not very costly. Agency and private adoptions can range from $5,000 to $40,000 or more depending on a variety of factors including services provided, travel expenses, birthmother expenses, requirements in the state, and other factors. International adoptions can range from $7,000 to $30,000. "
The 2008 domestic adoption fees for the Illinois agency we used (in 1999) are:
Registration fee $500
Homestudy: phase I $500
Homestudy: phase II $1,600
Complete home study $1,400
Program fee $8,700
Placement fee $17,200
--------------------------------------...
Total: $29,900
Gulp!
We paid for about 1/2 of the fees before placement and the other 1/2 after placement. I'm sure every agency/attorney has their own schedule. If anyone wants the entire fee upfront, turn and run.
