People can be adopted at ANY age. Children become adults at 18. After the age of 18, an adult can be adopted. In fact, adult adoptions are easier because two adults are consenting to the relationship.

For the parent, it depends on the requirements of the state, country, or agency, depending on the type of adoption you pursue. Some are very strict, and others have no rules about that at all. You would need to check more specifically by area or agency policies.

There is no upper age for the adoptee. Adults can be legally adopted by other adults if they so desire. However, the usual parenting responsibilities are required of the adoptive parents only while the adoptee is considered a minor child, which in most places would mean until age 18.

Once an adoption is completed, the parent/child relationship is permanent. An adoption never expires.
